TYJT News 20th Anniversary
From the Management corner reports
Mr. George Karmo, TYJT’s Senior Vice President,
“All is well at the start of this very special year, our 20th anniversary”.

TYJT continues to deliver quality projects to our clients on a
timely manner; get new projects; and aggressively pursue major
opportunities in the areas of Water, Wastewater, and
Infrastructure.

Our water practice, headed by Mr. Dave Yang, TYJT’s
Executive Vice President, continues to excel. “We have
completed a few projects in 2003 and look forward to engaging
in new projects in 2004”, advises Mr. Yang. The DWSD PC-
713 City Wide Instrumentation and Control Project will be
substantially complete in August 2005 – with a 7-year
maintenance assistance program to follow. As a joint venture
member with Montgomery Watson, TYJT’s major design effort
for the Detroit Treated Water Distribution System and a portion
of the Wastewater Treatment Plant will be substantially
complete in August 2004. TYJT’s remaining effort will include
phase-over, construction phase engineering support and
potential change order work (if any). “This project has been
good for TYJT over the last four years” reports Mr. Yang.

Our Detroit Water Master Plan Project, a joint venture between
TYJT and CH2M Hill, is substantially complete. We are
currently performing public participation activities as part of
the DWSD stakeholder information program. This effort is
scheduled to be completed in May 2005. Our Detroit Water
Quality and Hydraulic Model Project has also been completed.
The Master Plan and Detroit Model Projects, we believe, will
establish future rehabilitation and new facilities needs. Thus,
resulting in project design and construction opportunities for
the local engineering and contracting community, including
TYJT.
Our DWSD Imlay Station Project is now operational. “It is the
largest pumping facility in the Detroit water system, rated at
500 MGD, and has been primarily operated by TYJT staff”
says Mr. Yang.
Our Water practice was recently successful in capturing, as a
prime consultant, a 2-year Water Audit Project for DWSD. We
are currently negotiating the contract scope of services and cost
with DWSD. We anticipate start of work in the fourth quarter
of 2004. We are also targeting numerous potential projects on
the Water side with DWSD, such as the Residual Dewatering
and Improvements at the Southwest Water Treatment Plant, a
Design/Build project scheduled for procurement in May 2004.
Our Water group has been especially active for the first time in
the Detroit area suburbs. We have been successful in getting a
small project in Redford Township; have a proposal in for the city of Southfield, one in for the City of Wyandotte; and will
submit a proposal for the City of Riverview on April 16, 2004.

TYJT’s Wastewater Practice, headed by Mr. Ashwani Gupta,
TYJT’s Senior Vice President, has been active in completing
projects and pursuing new work. The DWSD PC-750 Construction
project for the Dewatering Facilities at the Lower Level
of Complex II at the Detroit Wastewater Treatment Plant is near
completion. TYJT is the prime consultant for this project. “We
believe the facilities will be operational in May, 2004. These
new centrifuge facilities will dramatically enhance the treatment
plant dewatering capacity and contribute to the plant’s
continued compliance with its NPDES permit”, says Mr. Gupta.

TYJT continues to participate in numerous activities under the
DWSD PC-744 Program Management for the Rehabilitation and
Upgrade of the Detroit Wastewater Treatment Plant. We continue
to lead the Team’s procurement activity (mainly construction
work remaining); perform O&M liaison; provide training
and O&M manual preparation support; conduct inspections and
provide resident engineering services. PC-744 project is scheduled
to be completed in November, 2005.
Our design effort, as a subconsultant for the City of Dearborn
Tunnel Project, continues. The design is scheduled for
completion in May, 2004. The Conner Creek CSO Detention
Facility is well under construction and we continue to provide
construction phase engineering services as a subconsultant to
Hazen & Sawyer. The Detroit Wastewater Master Plan has
been completed by the CDM Team. TYJT was CDM’s major
sub-consultant for this project. Similar to the Water Master
Plan, the Wastewater Master Plan identifies rehabilitation and
new facilities needs for the Detroit Collection System. This
will generate future design and construction opportunities for
the local consultant and contractor community including TYJT.
TYJT’s efforts, as a subconsultant to CDM, for the Greater
Detroit Regional Sewer System (GDRSS) continues. DWSD
has recently extended CDM’s contract for another year (i.e.
2004) and has awarded Martin Controls a one-year contract
for the GDRSS equipment maintenance; TYJT is also Martin
Controls’ subconsultant.
TYJT’s Infrastructure Practice, headed by Mr. Alan Schneider,
TYJT’s Vice President, continues to deliver projects for numerous
clients, including Wayne County, Detroit Metro Airport
Authority, General Motors and other municipal and private
clients. “We are doing engineering work along the Detroit
River front from the Ambassador Bridge at the West to Belle
Isle Bridge on the East” reports Mr. Schneider.
As part of the Smith Group Team, TYJT is currently providing
civil engineering design services for the East Detroit River Walk
Project (from Rivard Street to Belle Isle) which is scheduled for
completion in 2006. The estimated project construction cost is
$50 million. As a subconsultant to Chan Krieger Associates,
TYJT is contributing to the West River Walk Master Plan (from
Joe Louis Arena to the Ambassador Bridge).
As part of the Smith Group Team, TYJT is currently providing
civil engineering design services for the East Detroit River Walk
Project (from Rivard Street to Belle Isle) which is scheduled for
completion in 2006. The estimated project construction cost is
$50 million. As a subconsultant to Chan Krieger Associates,
TYJT is contributing to the West River Walk Master Plan (from
Joe Louis Arena to the Ambassador Bridge).
As a subconsultant to Albert Khan, TYJT did most of the
engineering design work for the GM Promenade in front of
the Renascence Center which is currently under construction.
Work is scheduled for completion by end of 2004 at an
estimated construction cost of $10 million.

Cass Technical High Project
|
“The new Cass Technical High School is scheduled to open
in January 2005” reports Mr. Alfred McDaniel, TYJT’s Vice
President. This state-of-the-art facility is at the final stages of
construction. TYJT, as TMP’s joint venture partner, provided
engineering design and services during construction for this
$100 million impressive Detroit Public School Project.
Our Infrastructure Group’s marketing efforts continue. We
are going after numerous small, medium and large projects.
One of the major projects we are currently pursuing is the
Smith Terminal Rehabilitation Project at the Detroit Metro
Airport. Proposals for this $300 million project were submitted
to the Airport Authority on March 30, 2004. TYJT was
successful in teaming with seven proposing teams as a
subconsultant to do civil engineering either on the Road-side,
Air-side, or both. We believe that our chances of being on the
winning team for this project are high.
TYJT’s satellite offices continue to perform engineering work
and pursue potential opportunities.
“Things are picking up again in New York” remarks Mr. David
Guastella, TYJT’s Vice President. We have started design work
on the Hillview Reservoir Project as a sub- consultant to Malcolm
Pirnie, and continue to work with them as their subconsultant on
the Wards Island and Brooklyn Queens Projects. “We are excited,
Henry Smart and I, to pursue for the first time the opportunity
to go after DEP’s Pump Station Rehabilitation Program as a
prime consultant” says Mr. Guastella. Three requests for
proposals are scheduled to be issued in April, 2004 for the
rehabilitation of a large number of pumping stations;TYJT will
pursue one of these projects as a prime consultant.
In Cleveland, “We continue to pursue opportunities with the
Sewer District, Water Utility Department, Airport and Guyahoga
County” reports Mr. Bhagu Patel, TYJT’s Vice President.
Our Structural design effort for the Nottingham Plant as a
subconsultant to CDM is near completion. The contract work
for the Max Hayes High School with Middough has now been
successfully negotiated with the client. The team is to start work
in the first part of April, 2004. Also, we are awaiting the start of
Morgan Plant Filtration Project with CH2M Hill.
In Toledo, we are mobilized to work on the River Road Sanitary
Sewer Overflow (SSO) Project as a subconsultant to Jones and
Henry. Our role on this project includes watershed modeling.
TYJT is also pursuing engineering opportunities through CH2M
Hill in Louisville, Kentucky. We are also in the final stages of
developing a strategic partnering agreement with Jackson Tull
and will be pursuing opportunities together in the Washington,
DC area.
“But let’s not forget the most important event of this year, and
that is our 20th Anniversary. Go out and spread the word; we
have turned 20 “ remarks Mr. Karmo. We have embarked on a
year-round celebration to recognize TYJT’s achievements.
Starting with our memorable in-house food and gift occasion on
March 26, 2004, the celebration campaign has begun. Our
celebration will reach its climax on September 16, 2004, the day
our clients, friends and staff are invited to a gathering at the
African American Museum in Detroit between 6:00 pm and 9:00
pm to share with the TYJT family in wishing Mr. Paul Tucker a
happy 20th Birthday and to pay tribute to our clients, friends and
staff who made this American dream come true.
