As the reality of Michigan and the City of Detroit’s current economic hardship sets in, our message is to “sharpen our skills.” More than ever, we need to continue the hard work with added attention to “quality” and “client satisfaction.”

As we proceed with efforts to sustain our growth in the Detroit, Cleveland and Baltimore/DC areas, our focus is continue to do more, do it better and see if we could do it with less!.

To this end, we have commissioned our senior management to compile, supplement, consolidate and provide procedures and documentation of our

Project Management and Quality Assurance (QA) / Quality Control (QC) program.This effort is lead by David Guastella, Vice President. The major areas of integration of QA/QC functions will include the following:

  • Communications, both internal and external;
  • Resources, including training, acquisition and assignments;
  • Strategies and risk management;
  • Execution of work, including project initiation, study, design, construction services, closeout, and
          feed-back from lessons learned;
  • Client audits, including reviews, and inclusion of client input in the process; and
  • Satellite office interface with our three major practices: Water, Wastewater and Infrastructure.
  • We ask that David gets support from all of us for a timely completion of this critical effort.

    Trip to Baltimore

    As part of our continued marketing efforts in Baltimore, Greg Parker, Vice President, and I were in Baltimore on March 1 through March 3, 2006. Together with Henry Smart we met representatives of engineering firms in the Baltimore/DC/Virginia areas; these included Jackson & Tull, Metcalf & Eddy, Jacobs Civil, Gannett Fleming and Johnson, Mirmiran & Thompson (JMT).

    We were received very well by all and gained a lot of insight on the consulting engineering in the Baltimore/DC/ Virginia areas. We believe that real opportunities exist in the areas of watershed planning, wastewater collection systems and plant design, water distribution design and infrastructure work. We are hopeful that our operation in Baltimore picks up steam in the next 3-6 months.

    TYJT Welcomes Awni Qaqish


    For over two months, Awni Qaqish has been a member of the TYJT family. Awni's addition as a Vice President of the Water Practice was a major element of our short and long term strategy. Awni comes in with a remarkable reputation in the engineering community and a wealth of experience.

    Mr. Qaqish has over 34 years of engineering experience, the last 12 years has been at the executive level in developing long range strategic business plans. He has extensive experience in budget, manpower, policy development and capital programs coupled with strong background in engineering, design-build and administration. In addition to Michigan, his engineering career took him to Utah, Wyoming, Nebraska as well as the Middle East.

    Mr. Qaqish professional experience includes the planning and management of 2.5 billion dollars in water and sewer capital improvement program over the span of 8 year. In addition he managed a $20

    million program for replacing 50,000 feet of water mains in the Detroit Downtown Business district over a two-years period . He also managed the design of over 30 miles of 24" to 72" transmission mains as well as 100 plus design and construction contracts.

    Mr. Qaqish professional career included surveying crew chief for a gas transmission main from Wyoming to Utah as well surveying for utilities and roadway system for housing developments. His experience includes property and easement acquisition and writing of property legal descriptions.

    Mr. Qaqish has a wealth of experience in the design-build project delivery method and was instrumental in the implementation of one billion dollars of design-build projects. Mr. Qaqish served as the Co-chair of the 2003 Water/ Wastewater Design/Build conference and has been a member of the steering committees for the past 5 conferences. In 2005 he served as the vice-chair of the Design Build Institute of America’s Water Committee. In addition to his involvement with DBIA, he was a member of the judging panels for ACEC and Academy of Environmental Engineers. And for the past 14 years, he has been a member of the Advisory Board of the Civil and Environmental Engineering College of Wayne State University.

    Awni has received much recognition among them: Outstanding Civil Engineer 1996 (American Society of Civil Engineers/ Michigan Section), Government Civil Engineer Award 1998 (American Society of Civil Engineers/Zone 2), and Outstanding Engineer in Government 1999 (Michigan Society of Professional Engineers and the American Consulting Engineers Council of Michigan). In recognition for his service to the design-build industry, DBIA bestowed upon Mr. Qaqish its highest awards, the Distinguished Leadership in Public Sector Award in 2002 and the Meritorious Service Award in 2005.
