An update of the progress of work
on
PC-744 Program Management Contract

Time passes when one is having
fun! commented George Karmo as the PC-744 program
for rehabilitation of the Detroit Wastewater Treatment
Plant moved into its fourth year. During the first three
years of the five year term program, the Detroit Wastewater
Partners (DWP), a joint venture of Sverdrup and Wade-Trim
in association with Tucker, Young, Jackson, Tull, Inc
(TYJT) and twelve (12) other sub-consultants has initiated
delivery and made substantial progress for fifty (50)
capital improvement projects from project definition
phase through design and construction, conducting annual
needs assessments of the wastewater treatment plant,
and providing operation and maintenance (O&M) support
services. Some of these plant-critical projects included
new centrifuge dewatering facilities in Complex I, Central
Off-Load Facility, Pumping Station No. 1 rehabilitation,
Aerations Deck rehabilitation, and Sludge Complexes
A and B rehabilitation.

The value of actual planning and design, construction,
and operation and maintenance support started to-date
is approximately $200,000,000 out of a projected $281,000,000
(not including the contract optional work). This means
that 71% of the base contract value has been already
expended and/or committed.
As the major team sub-consultant, TYJTs staff
has and continues to perform activities in planning
and engineering, procurement, project management, construction
management, and O&M services. We have currently
a total of twelve (12) full-time staff members located
at DWPs site office assisted by approximately
ten (10) staff members working part-time at the TYJT
and DWP offices reports Mr. Karmo.

As DWPs Procurement Manager, George Karmo has
led the Programs efforts for procurement. The
procurement activities involved two rounds of pre-qualification
for design consultants; two rounds of pre-qualification
for job order contractors; procurement of design consultants
for twenty four (24) projects; design/build teams for
eight (8) projects; job order contractors for seven
(7) projects; and general construction contractors for
eight (8) construction projects. Other TYJT staff providing
services for PC-744 include Satish Madan for needs assessment,
planning and engineering, and project management; Andre
Hindo for project management; Tony Wachocki, Bill Hansen
and Louise Bacon for O&M liaison and services; Jeff
Mitsopoulos, Eric Tucker, Mohammed Chammaa, Mukesh Bhatt,
Jim Casha, Ed Zajdel, and Zane Marougy for construction
management services. Other TYJT support staff include
Bhagu Patel for procurement and asset management; Peck
Wee and Donald Stickel for planning and engineering;
Larry OBrien for local economic development; and
Pat Yeargin, Coretta Richardson and Megan Snethkamp
for procurement administrative activities.
TYJT site and home-office staff has demonstrated outstanding
skills and commitment to the Program. TYJT continues
to be recognized by DWP management for our outstanding
performance reports Mr. Karmo.

SPOTLIGHT
Grant Hilbers, P.E.
When I started at Tucker-Young I came with four years of
experience, a Masters and a P.E. (Technically my Michigan
P.E. license was in the mail at the time) I completed my Masters
full time, immediately after I finished my Bachelors. While
completing my Masters I was both a teaching assistant and
research assistant. Once I completed my Masters I decided
I had more than enough schooling.

One of my initial assignments was to complete some piping layout
on a couple of drawings for Don McHarness for DWSD contract
PC-750. Since that initial assignment my involvement with PC-750
has increased to the point that I have been responsible for
coordinating a large portion of the project for the past year
and a half, while construction has been underway. |

PC-750 involves the replacement of belt filter presses with
new sludge dewatering equipment at the Detroit Wastewater
Treatment Plant with a construction cost of approximately
$19 million dollars. Tucker, Young is the prime consulting
firm leading a team of four companies. Among our sub consultants
is Metcalf and Eddy, a well known national firm with an expertise
in wastewater treatment.
My involvement in coordinating the engineering services during
construction has been a challenging and rewarding experience.
Dealing with the construction manger, the engineering team
and the clients' representatives has lead to many stress filled
days over the past few years. But you won't hear me ask anyone
to take the project away though, because I know there are
engineers with much more experience than me that would love
to be in my position.
Assignments to work on projects of this size do not come
often, especially for young engineers. One of the clear advantages
of working at Tucker, Young is the opportunity to work on
this type of interesting project. I simply would not have
had this kind of opportunity working at a national firm.
Currently I am working on five projects of various sizes,
including some work on the Long Term CSO Control Project in
Toledo. The Toledo experience has been interesting. Establishing
an office in Toledo will be an up hill battle since Tucker,
Young, Jackson, Tull, Inc. does not have the benefit of the
reputation in that area as we do in the Detroit market. I
am confident that once we land a few more jobs that our reputation
as a capable engineering firm will open the door to some of
the larger projects that are planned by the City over the
next ten years.
